European solar markets are entering a new phase where modernization of existing photovoltaic assets becomes increasingly important. PV repowering allows operators to replace outdated components, improve performance and extend the economic lifetime of existing solar plants while using existing land, grid connection and infrastructure.

PV repowering typically involves replacing outdated modules, inverters or other critical components with modern technology. The goal is to improve plant performance, reduce operational risks and extend the economic lifetime of existing photovoltaic assets.

Why existing solar plants are entering a new modernization phase

Many European photovoltaic plants were built during the first major expansion phase of solar energy between 2005 and 2013. These assets continue to produce renewable electricity, but some of them are now reaching a point where modernization can significantly improve their long-term performance.

The reasons for considering PV repowering vary from project to project. Common drivers include declining production, increasing failure rates, module degradation, outdated inverters, limited availability of spare parts and rising maintenance costs.

Modern photovoltaic modules offer higher efficiency, improved technical characteristics and higher output per available area compared with many first-generation technologies. At the same time, repowering allows operators to continue using existing locations, infrastructure and grid connections.

Germany: Modernizing the first generation of solar parks

Germany is one of the European markets with significant potential for PV repowering. A large number of ground-mounted solar plants were installed before 2012 and are now entering a phase where owners are evaluating the next stage of their operation.

GreenBuddies has experience with approximately 30 modernization and repowering projects in Germany, supporting operators with technical implementation and plant upgrades.

A key consideration in Germany is the regulatory framework under the Renewable Energy Sources Act (EEG). Each modernization project requires an individual assessment of technical conditions, economics and regulatory requirements.

Büttel

The Büttel project demonstrates the potential of PV modernization. At a 19.6 MWp solar plant, the original technology was replaced with modern components. The original 87,100 modules and 1,180 inverters were replaced with 27,418 modern modules and 220 inverters.

The module efficiency increased from approximately 14% to up to 24%, demonstrating how technological progress can improve the performance of existing solar assets.

Gotha and Wölfersheim

In Gotha, modern modules enabled the modernization of an 11.7 MWp photovoltaic plant with more efficient use of the available area.

In Wölfersheim, an additional 1.5 MWp was installed on the existing structure, increasing the plant output on the same site by 25%.

Italy: Significant potential for photovoltaic modernization

Italy represents another important European market for PV repowering. A significant share of the country's photovoltaic capacity was installed during the Conto Energia support schemes between 2005 and 2013.

Many of these assets are now more than ten years old, and operators are evaluating opportunities to increase efficiency, reduce operating costs and extend their economic lifetime.

The Italian market requires careful assessment of regulatory conditions, including requirements defined by GSE (Gestore dei Servizi Energetici).

GreenBuddies' experience includes the Termoli project, where complete revamping was carried out on five photovoltaic plants with a combined capacity of 5 MWp.

PV repowering is more than replacing solar modules

Modernization of photovoltaic plants can include a wide range of technical measures depending on the condition and objectives of each asset.

  • replacement of photovoltaic modules
  • replacement of inverters
  • DC cabling and string configuration optimization
  • monitoring and control system upgrades
  • adjustments of mounting structures
  • optimization of available land use
  • integration of battery energy storage systems (BESS)

Repowering also includes the responsible handling of removed components, including reuse options and recycling processes.

When does PV repowering make sense?

Not every older photovoltaic plant requires modernization. If an asset continues to operate reliably and delivers expected returns, continued operation may remain the most suitable option.

However, for plants affected by declining production, increasing failures or high maintenance costs, repowering can improve project economics and prepare the asset for many additional years of operation.
